David W. Hillis, Jr. is Vice-President of AdCare Hospital of Worcester, Inc. where his duties include oversight and development of outpatient substance abuse programs. He has worked in the health care field since 1988, with particular emphasis on substance abuse treatment. Prior to his current positions, he served as director of social services, and outpatient therapist at AdCare Hospital of Worcester, Inc. He received a B.S. degree in Psychology and a M.S. degree in Psychology (Mental Health Counseling) from Salem State College. He is a Licensed Mental Health Counselor (LMHC) and a Certified Alcohol and Drug Abuse Counselor (CADAC II), as well as a Licensed Alcohol and Drug Abuse Counselor (LADC I). [Back to the top]

David Concannon is employed as Director of Fiscal Operations at Health and Addictions Research, Inc. (HAR)  He has been at the agency for over 10 years, and has implemented a wide spectrum of quality controls and processes within the financial department.  HAR is a research and evaluation firm which has been integrally involved with Massachusetts substance abuse issues and policies for over 25 years.   He has also been involved with successfully starting a for-profit agency involved with  offering technical assistance, outcomes, and accreditation consulting services primarily in the substance abuse and related health services fields.  His expertise is centered around financial management, budgeting and proper internal controls for non-profits.  [Back to the top]

Robert W. Carlson is a Weston attorney and a partner in the Worcester law firm of Schyberg, Casey & Carlson, a general practice law firm.  Before re-entering private practice in 2007, for six years he was a Vice President in Philanthropic Management at Bank of America, Boston, acting as a trustee responsible for the management of 120 charitable trusts and private foundations.  Attorney Carlson is a member of the Florida and Massachusetts bars.  He is a graduate of the University of Massachusetts at Amherst, Suffolk University Law School and received his LL.M. in Taxation from the Boston University School of Law.

Mr. Carlson is President of the $18MM Massachusetts Congregational Fund, established in 1947 as an umbrella investment vehicle for the endowments and other funds held by Congregational Churches in Massachusetts.  Since 2001, Mr. Carlson has been a Board member of Lawyers Concerned For Lawyers, the only Board of Bar Overseers-funded support group for lawyers, judges, paralegals, law students and others in the legal community struggling with depression, stress, alcohol and drug addiction or personal issues affecting their practice.  He is Treasurer and a member of the board of directors of Massachusetts Sober Housing, a non-profit organization of volunteers which provides sober housing and peer support for individuals in recovery from alcohol and other drug addictions.  Each house is run on a democratic basis, is financially self-sufficient, and has a zero tolerance with immediate eviction for any resident who uses drugs or alcohol.

Mr. Carlson is married to Martha Coburn, the father of three sons and 4 step-sons and the proud grandfather of Grace Carlson.  He resides in Weston, MA. [Back to the top]

Samuel B. Bartlett is an attorney who served for 21 years in the U.S. State Department Foreign Service.  Positions have included: Consul General, Northern Ireland (1983-1986); State Department Legislative Management Officer on Capitol Hill for Latin American Affairs (1982-1983); Chief of Consular and Political sections, US Embassy, El Salvador (1979-1980).  From 1994 to 2002 he was a consultant at the Bureau of Substance Abuse Services, Massachusetts Department of Public Health.  He serves on a number of non-profit boards and committees with interests in the substance abuse and human service fields. Frank Collins has 45 years of business experience.  He founded and operated several seafood fishing and wholesale companies.  He was Treasurer of Public Resource Development Corporation from 1984 to 1989, CFO of a small investment firm from 1994 through 2001 and a state registered Investment Advisor 2002 through 2005.  [Back to the top]

Winthrop (Joe) Dow, Jr. is currently on sabbatical, but had been active in the Insurance business for over 40 years as a broker and agent in the Property and Casualty field.  He has served on the Board of Granada House, Allston, MA, since 1987, and as President from 1997 to 2000.  He has also been a member of the Board of Directors of Community Work Services, Boston, MA, since 1972, serving as President from 1978 to 1980.  CWS is the oldest sheltered workshop in the United States, and dedicates a large part of its commitment to helping the recovering substance abuse population find employment in today's marketplace. Tom Grattan has over 30 years' experience in Business and Real Estate Brokerage. He has been an entrepreneur in transportation, human resources, and commercial real estate. During his career he has developed and sold over 50 income producing real estate properties.   [Back to the top]

Richard Harris has been employed in the specialty treatment field and has personal interest and involvement in recovery based activities for the past 20 years. His duties at Adcare Hospital include referent development and coordination.  In addition to his regular duties in the Community Services Department he is a licensed Alcohol and Drug Counselor and is experienced working with correctional populations.  He is active in community groups and projects and serves on several boards and advisory committees such as: Worcester Rotary Club, Montachusett Addiction Council, Salvation Army Citadel and Adult Rehabilitation Center, and Employee Professional Association of Western New England.  [Back to the top]

Dennis H. Keefe is a retired architect. He was president of the Boston firm Keefe Associates Inc., which specialized in designing buildings for prep schools, colleges and churches. He serves on several non-profit boards for entities that deal with substance abuse and education.

Kattie Portis was named Boston Mayor Thomas M. Menino’s Policy Advisor on Substance Abuse Prevention in April, 1997.  From 1992-1997 she served as the Community Coordinator for New England Medical Center.  She is the founder of Women, Inc. in Boston, a multi-service agency for women and children.  The agency was one of the first residential programs in the country to provide services to substance abusing women and their children.  Before founding Women, Inc. Ms. Portis held several positions as counselor in drug treatment programs and in 1987 she founded the National Women AIDS Risk Network (WARN) Project.  Her work in the community has earned her numerous awards.
